Message to rongree 'Concerning; the tverinid-'B.iirbor'BiU.-' Washington, May 29.-The presi dent has vetoed the river and harbor bill. In his message the presid nt says, the most startling feature of this bill is its authorization for contracts for river and harhor work amounting to more than sixtv two. million dollars. Of this nearly t venty million dollars will fall due during the" fiscal year ending June 30, lS9 i, and - amounts somewhat less in the years immedia tely succ-eding. If the bill becomes a law, obligations which will be im posed on the government, together with the appropriations made for im mediate expenditures on account of rivers and harbors, will amount to about eighty million dollars. Nor is this all. The bill directs numerous surveys and examinations, which con-. template new work and further con tracts, and whioh portend largely to ii creased expenditures and obliga tions. . . .." The president farther says; "I am cnvinced the bill opens the way to insidious and increising abuses and is in itself so extravagant as to be un- suited to these times of depressed bus iness and resulting disappointment in government revenues.- This condition is emphasized by the prospect that tie public treasury will be confronted with other appropriations made at the present session of congress amount ing to more than five - hundred mil lions of dollars. To extend the ap propriations contained in this bill, in stigated by private interests, And to promote local or individual projects, their allo-vance cannot fail to stimu late vicious paternalism and encour age a sentiment among our people, al ready too prevalent, that their attach meat to our government may properly rest upon hope and expectation of es pecially favors, and to the extent to which they are realized they may fur nish an estimate of the value of gov ernmental care. . . - In conclusion the president said: 'I hope I may be permitted to sug gest that at the time when an issue of government bonds to maintain the credit and finanial standing of the country is a subject of criticism, that the contracts provided for in this, bill would create obligations of the United States amounting to sixty millions of dollars, no less binding than its bonds for that sum." ST. LOCI SIFrERERS. Practical Work for the Belief of the Storm Victims. St. Louis, Slay 30. As the fund grows for the relief of victims of the tornado, practical work is being done in giving the sufferers the help, of whio they stand in such sore need No delay is being had in this most im portant work. It is reported the suf ferers must have relief at once. The Merchants' Exchange relief committee is doing its work as rapidly as possible, and is sending wagons with provisions into all parts of the stricken district, . An army of 300 mep with 75 large wagons started from the Cupples block this morning to carry assistance to the sufferers. At one place they found a woman who was about to be confined without a place to lay her head. There were 1J7T victims bjrted to day. The bodies of "those who were identified and claimed by relatives were interred in private graves, but at the expense of the municipal authori ties. The great number of the unidi n ti.ied dead were baried in 11 great trenches, each 50 yards' long. The treuches were .deep, and the bodies had to he placed close together to find room for all. Mmy priests, proujment among them being John of Cronstadt, famous for his piety and his power to console, and it is Lh lieved by the peasants ro heal, and many military chaplains, conducted the funeral services, the friends crowd ing around the .graves. The surving friends and relatives are for the m st part of the ignorant and simple-minded peasant classes, and their grief aad terror at fie sud den caiamUy was expresiud in a very demonstrative fashion. The scenes at the cemetary were pitiful in the ex treme. Ouly about half the bodies recovered have been identified, and the majority are men,, though there are many children and several old people. SPAIN'S LAtbSl' MOVE. Spaniards Hope to Hare the Insurgents Treated as Pirates. C MADRID, June 1. The Madrid gov ernment has lately called the atten tion of the other European powers to the alleged inhuman and cruel war fare adopted by the insurgents. Com plaint is made specifically of the use of dynamite to blow up railroad trains, (those carrying passengers as well as freight), and sugar mills, pod of the use of explosive bullets in fights. As soou as the papers in the Compet itor case reach Madrid they are ex pected June 4 they will be submitted to the supreme court of naval appeals. The impression is that the sentence uf the Havana court-.uartial is certain to be annulled, on the ground that it is a violation of the treaty of 1870, and that the case will be sent tJ an ordi nary court-martial fur trial, subject to the stipulations if fiat treaty.
